Currently, you’re able to order Gaea 2 now and get Gaea 3 on release at no extra cost, so if you want to start now to prepare yourself and get used to the software before Gaea 3 release, that may make reasonable sense for you.
As for release dates
There is an open Beta estimated for October, which is to be provided nearer the release date.
This is the earliest scheduled date that would be publicly available to use Gaea 3.

With regard to sales, Quadspinner typically hosts a CyberWeek sale in November of each year. But I say typically because this isn’t guaranteed. What is guaranteed is what Ty mentioned - that you get Gaea 3 with Gaea 2 currently!
